HPG Meeting Quarter I/2016: Review of the implementation 5-Year Health Plan 2011-2015; and priorities of the new 5-Year Health Plan 2016-2020

On the 17th of March, 2016, at La Thanh Hotel, Hanoi, the first Health Partnership Group (HPG) Meeting of 2016 was held with over 200 participants from various government agencies and international organizations, as well as provincial health representatives. This important HPG meeting took place on the strategic timing for reviewing the five-year health plan implementation for phase 2011-2015 along major tasks which were set in 2011, and to share priorities for the health sector of the next phase 2016-2020. The meeting was chaired by Assoc. Prof. Nguyen Thi Kim Tien, Minister of Health, and co-chaired by H.E. Mr. Bruno Angelet, Ambassador and Head of the European Union Delegation to Vietnam; Ms. Pratibha Mehta, UN Resident Coordinator in Vietnam; and Ms. Victoria Kwakwa, Country Director of World Bank in Vietnam.

The meeting provided the review on the five-year health plan 2011-2015 with indication of how the major tasks set in 2011 were addressed, and provided the orientation for the next five-year health plan 2016-2020. During discussion, development partners raised ideas on the need of operationalizing the five-year health plan with specific indicators to measure health targets, especially the universal health coverage rate. A coordinative mechanism within the MOH as well as across ministries and between the government and DPs was also mentioned to be an important factor to leverage the effectiveness of the five-year health plan implementation.
