TARGETED MEMBERS OF HPG
The HPG is an open and inclusive forum, therefore it welcomes the voluntary participation of all parties who are working in the health sector and have interest in contributing to the improvement of the overall effectiveness of development cooperation in the health sector. They include but not limit to Vietnamese governmental agencies, the Ministry of Health, provincial Departments of Health (DOHs), Development Partners (DPs), Technical Working Groups (TWGs), INGOs, local NGOs, research institutes, civil society sector and private sector.
MANDATES OF HPG MEMBERS
• Engage in upstream dialogue related to policies, strategies, plans and budgets for health sector development.
• Develop recommendations for improved health sector development effectiveness and efficiency, through inclusive partnerships and optimized coordination, harmonization, alignment, and management of development assistance.
• Enhance complementarities between health development partners, based on comparative advantages; and through formulation, implementation and use of results from joint reviews, research, surveys and evaluations in key areas.
• Encourage participation and support from interested public and private Vietnamese agencies and development partners to improve development cooperation effectiveness.
• Receive and consolidate reports from sub-groups, in particular on issues that are relevant to and have an impact on the health sector as a whole.
CORE-GROUP MEMBERS
Including representatives of MOH agencies (ICD, DPF), one UN agency (WHO), Development Partners (US Embassy, USAID, GIZ, EU delegation, EU-HF), development bank (World Bank) and INGOs, HPG core group is responsible for strategic planning and following-up of HPG activities, ensuring that HPG activities and themes of HPG meetings are in line with health priorities and VHPD milestones, and aim to improve development cooperation in the health sector. The core group meets before each HPG meeting to discuss the content and other related issues of the meeting, and sometimes after HPG meetings to revise the implementation progress of tasks as identified during the meetings

Provincial Departments of Health
Since 2009, with the adoption of the Statement of Intent (SOI) from Ministry of Health and Development partners to improve the effectiveness of development assistance for health, provinces have gradually played important roles in the Health Partnership Group. Through the HPG, provinces have had opportunities to participate in a high level policy dialogue forum which is led by Ministry of Health and attended by relevant ministries, government agencies, and development partners (DPs) including INGOs. From 2009 to 2015, 16 provinces, under the support of WHO, have been invited to the regular HPG meetings (each meeting was attended by about 8 – 10 provinces). Since June 2015, under the support of EU, another 10 provinces have joined HPG meetings, bringing the number of involved provinces to close to 20. At HPG meetings, provincial delegates were observers at the beginning, and they are getting more active by voicing opinions and sharing information about development cooperation at localities, raising challenges and proposing needs for support.
To date, there are about 20 provinces that have engaged with HPG regularly through participating in HPG meetings, conducting follow-up activities after HPG meetings, sharing information and joining discussion.

NGOs and others
During the past years, Vietnam has received great contribution from International Non-Governmental Organizations (INGOs) in both terms of financial and technical support for the health sector, especially at grassroots level. The support of INGOs on improving grassroots healthcare systems, sanitation and water, and maternal and child health have help brought positive results in improving people’s health such as increased life expectancy, decreased maternal and child health and child malnutrition indicator. In acknowledgement of this effort as well as to utilize INGO support and sustain the results in the new context, the Ministry of Health has found different ways to increase the harmonization and alignment of INGO support to the needs and priorities of the health sector, one of which is the MOH & INGO meetings organized by HPG every one or two years. Through MOH & INGO meetings, the MOH and INGOs as well as partners and other stakeholders could meet and discuss issues related to INGO activities and their support to the health sector.
In the meantime, HPG is trying to expand its partnership to local NGOs, Civil Society Organizations (CSOs) working in the health sector and private sector. Besides, HPG welcomes the participation of various research institutes, forums and others including consultation firms and independent consultants.
