HPG Meeting Quarter III/2015

On the morning of 4/18/2015, the Health Partnership Group met to discuss how the activities of the HPG and strengthening cohesion between the parties. The meeting took place under the chairmanship of Mr. Jeffrey Kobza, Acting Chief Representative of World Health Organization in Vietnam, Ms. Katja Janovsky, Senior Advisor, Group IHP + and Tran Thi Giang Huong, Director of Cooperation international, Ministry of Health, Secretariat Chief medical Partners Group (HPG).

The meeting set aside for the entire first section visitors a look at the process as well as the objectives and the desired output of HPG. Senior adviser group Health Partnership International IHP + Ms Katja Janovsky brought overview of cooperative activities developed in the world and the trend of development cooperation in recent times so that the HPG may consult and find a way that works for you.

In the next section, guests participated in the discussion, which opens with the hall divided into two groups and discuss the challenges and limitations in the ways of working that are not doing well HPG roles and responsibilities his service as a forum for high-level policy dialogue result oriented. In the second part of the discussion, the guests together to discuss solutions and recommendations to help improve the way you work and the role of the HPG and its linkages to related parties (such as the Ministry of Health , Partner development, block NGO / civil society and the technical team). The last part of the meeting to provide practical information on the principles and approaches of effective development cooperation, and give way to the implementation of the Health Partnership Act Vietnam.

The meeting gathered more valid opinion, in which the majority said that the HPG operation ineffective partly because there is no clear action plan and long-term, the participation of the parties as well as the relationship is weak link between this forum with the technical team was not good. To remedy this, we first need to clarify the role and function of HPG see this as a forum to exchange information and forums have a role to make official recommendations on policies, a forum discusses general issues or both macroeconomic and technical issues. Support for HPG Secretariat continuous operation is also an important element to help strengthen the capacity of HPG. Besides, the comments emphasized the need to have a direct and more close attention of senior Ministry of Health and stakeholders to HPG.
